About David
David Hew is a consultant specialising in Countertrade,
Offset, Structured Project and Trade Finance with over
27 years of post qualification professional experience.
He has worked in Canada, India, Indonesia, Kuwait, Malaysia,
Myanmar, Pakistan, Philippine, Singapore, South Africa,
Switzerland, Taiwan, Thailand and the United Arab Emirates.
The dollar value of the portfolio of projects, which
David has worked on to date, totaled US $7 billion.
David has acted as expert to UNCTAD (United
Nations Conference on Trade and Development) and consultant
to UNESCAP (United Nations Economic and Social Commission
for Asia and the Pacific) on Countertrade and Structured
Finance work in Asia. He has and continues to forge
strong ties with international agencies, governmental
authorities throughout Asia, Asian private corporations
as well as multinational corporations doing business
in Asia.
David led several workshops on Countertrade,
Offset and Structured Finance and has lectured worldwide
in these disciplines. His articles on these subjects
have been published in several Asian publications as
well as Euromoney’s Trade Finance. He designed
and teaches a course known as the “Legal Aspects
of International Business” for Singapore’s
Professional Engineers and Certified Public Accountants
in their continuing professional development program.
David initiated and co-founded APCA, the
Asia Pacific Countertrade Association which was the
first international association of it kind in the world.
He was its Secretary General from 1994 until the association’s
voluntary dissolution and privatisation in 2004. He
will continue to lead the privatised entity known as
Asia Pacific Countertrade Association Pte Ltd or “APCA”
for short.
“World News”, a UK publication
presented David its Hall of Fame Countertrade and Offset
Lifetime Achievement Award in 1996, "in recognition
of his great vision, business acumen and dedicated services
to Countertrade and Offset".
David Hew was appointed Singapore legal
counsel to the Public Utilities Board (PUB) of the Republic
of Singapore by Fichtner Asia Pte Ltd, project consultant
to PUB on Singapore’s first privatisation project,
namely the supply of 30 MiGD of desalinated water by
the private sector by way of a build, own and operate
arrangement. He was also retained as Head Project Counsel
in the project manager cum sponsor company in the US$5
billion Bakun Hydro-electric Power Build Operate and
Own Project before it was shelved because of the Asian
Financial Crisis. He played the key role in identifying
the risks potentially to be suffered by the project
sponsors and in preventing a potential dispute with
the consortium of turn-key contractors.
David graduated from the University of
Singapore in 1977 with Bachelor of Law (Honours) Degree
after completing full-time military service as a combat
officer in an armoured battalion. He was admitted to
the Singapore Bar in January 1978 and continues to be
an Advocate & Solicitor of the Supreme Court of
Singapore. David obtained his Master of Law Degree from
the National University of Singapore in 1989. He pursued
a second post-graduate degree with the Strathclyde Graduate
Business School, University of Strathclyde and received
his Master of Business Administration Degree in 1991. |
